    Ch2 'Perennial' Public Works Contractor

     Since the City was incorporated Ch2 has been outsourced to handle Public Works and other departments over the years.

    According to the City Checkbook, in the past 11 years, Ch2 has been paid a total of $49,270,000

    The Contract has NEVER EVER been put out for Competitive Bidding.

    Councilman Jay Lin has been busy negotiating the new contract. Jay Lin's goal is to keep Ch2 'Perennial' Public Works Contractor.

    Another important contract is being renewed. SAFEbuilt, who perform the building permit and inspections for the city, has a lucrative deal. The Revenue-sharing contract is split: 60% to SAFEbuilt – 40% retained by City.

    Finally, HOAs representing the MAJORITY of households in the city have a shared opinion of concern about the over-regulated permitting the city requires, which has been silenced by city staff and the majority of current elected officials for 12 full months.

FAKE NEWS. Just checked with my contact at JCCA - they are unaware of any stance, official or otherwise, being taken by more than a small fraction of the HOAs.

    What is your HOA?
    I would encourage you to watch the public comments at the council meetings for the past 18 months.
    Many HOA's and residents have spoken out about the over-regulation.

    Wait a minute - I thought the charter stated that negotiating contracts for the city was the responsibility of our City Manager, and explicitly states it is NOT the privilege of council members to participate in contract negotiations.

    JCCA? They don't handle the individual problems of each community. or do they?
    Look what happened with the communities around Dean Gardens, with the road widenings, with the billboards, etc. etc. What are they doing for the money each hoa sends them for membership?? I would like to know exactly what the JCCA does...Really.
