Devoted Kemp Loyalist Working To Erode Trust In State Election Board

Is there an effort to distract Georgians from what really matters yet again? Will the many man-years of effort invested by the State Election Board (SEB) (and hundreds of election integrity advocates) be negated by a Kemp devotee sent to redirect concerns from the real issues?

In past months we have heard reports coming from the so-called “Blue Ribbon Committee” about the need for “change” in Georgia’s election systems.

Given the revelations of DOJ investigations and 315,000 illegally-certified ballots in Fulton County, this conclusion would at first seem well warranted.  But are you being diverted in an attempt to undermine the value of the SEB, when the real issues are in plain sight elsewhere?  Let’s see.

The words "Cover-Up" have surfaced many times as researchers and advocates have found case after case of information being hidden, investigations being ignored or stalled, and evidence being simply denied to organizations to whom it should be granted.

Last month's State Election Board meeting produced progress in the form of disclosure (and ultimate admission by Fulton County) that 315,000 ballots were illegally certified in the absence of signed ballot tapes – required under Georgia election regulations.    The result:  A request from the SEB to the Georgia AG to impose over $740,000 in fines against Fulton County.   

Simultaneously, the U.S. Department of Justice (DOJ) is now suing Fulton County to secure ballot records associated with the 2020 election, ballots that have been kept hidden away for more than 4 years.

And at the same time the DOJ has sued Secretary of State Brad Raffensperger for failure to comply with it’s earlier request for Georgia voter records.

Meanwhile, the man heading the so-called “Blue Ribbon Committee” on Georgia Elections – Rep. Tim Fleming has called for “change” and seems to be signaling that the issues center around the State Election Board.  At the same time he has made no mention of the serious - now Federal - legal issues facing Georgia.

On their face, Fleming's comments about the SEB seem remarkably tone-deaf. But is it simply because he's trying to march to a misdirection tune?

As a wise sage once said, “It’s not WHAT you know, it’s WHO you know.”  So lets investigate who Mr. Fleming knows.

Question #1 - How did he come to be chairman of this Blue Ribbon Committee?  

A Resolution passed by the Georgia Legislature calls for the creation of the Blue Ribbon committee and states that it is to be chaired by the Chairman of the House Committee on Governmental Affairs.

The Georgia General Assembly website shows that the Government Affairs Committee is chaired by Victor Anderson.   

So why isn't Victor Anderson Chairman of the Blue Robbon Committee?

While Anderson is indeed co-chair of this new committee, that’s not the role defined in the Resolution – why is Tim Fleming in place?    According to the Covington News Speaker Jon Burns named Fleming the Chair despite the instruction of the legislation as passed.   

Most of those who have observed the workings of legislative committees recognize that the Chairman of each holds enormous power.    Fleming then holds significant power over the workings of the committee and ultimately what its findings and recommendations will say.

Many Georgians have reported that their elected officials have admitted that since 2020, Brian Kemp has been signaling that he would not support, nor approve changes in Georgia’s election systems or processes, especially hand ballots and hand counting.  In some cases these officials have reported a sense that Kemp would “punish” those who went against his wishes and chose to support election investigations and/or reforms.   The AJC actually wrote about a similar Kemp threat earlier in 2025:

A notable example of Kemp's willingness to force actions is the infamous 8th District Fish Fry during which Kemp was scheduled to speak.  Attendees wearing “Paper Ballot Please” t-shirts were told (in some cases by armed security) they had to change shirts or leave the event – even including a gentleman in a wheelchair.

Question #2 – What is the history between Tim Fleming and Brian Kemp?

11Alive reported that Fleming first worked with Brian Kemp in his 2002 State Senate race.  Fleming managed Kemps 2010 run for Secretary of State, then served as Kemp's Chief of Staff and later as Deputy Secretary of State.      Fleming also managed Kemp's 2018 run for Governor and ultimately became Chief of Staff there as well.  

The AJC published an article entitled Meet Brian Kemp's Top Aide describing how Fleming has followed Kemp through four campaigns and numerous roles since 2002.

Fleming is no stranger to politics:

Fleming’s grandfather was Chairman of the Pierce County Commission.

Fleming’s father was Chairman of the Newton County Commission.

Tim Fleming met Kemp and volunteered during Kemp’s 2002 State Senate campaign.

In 2004, Tim Fleming again worked in Kemp’s re-electon campaign and then interned for Kemp in the Senate.

In 2005, Fleming was Kemp’s campaign manager for Agricultural Commissioner, a race which Kemp lost.

In 2010, Fleming managed Kemp’s campaign for Secretary of State.  

Fleming then served as Kemp’s Chief of Staff in 2010-2012.

Fleming became Deputy Secretary of State under Kemp in 2013.

In 2018 Fleming ran Kemp’s campaign for Governor.

The 2019 article noted, “Two days after the election – while ballots were still being tallied – Kemp made Fleming his first hire.”  The writing goes on to state: “Now Fleming, 36, inherits one of the most challenging – and powerful – jobs in state government. He’s charged with supervising the governor’s most senior aides, marshaling his agenda, putting out countless political fires – all while keeping one eye on Kemp’s 2022 re-election bid.”

Fleming reported left Kemp’s staff in 2020 to join the “private sector.”

Fleming is listed as a lobbyist in Georgia State Ethics Disclosures:

Fleming latest Financial Disclosure (filed on 6/30/2025) lists Fleming and his wife as Campaign consultants:

Conclusion: Fleming and Kemp have worked tightly together for more than two decades.

Recently Fleming reportedly made these comments regarding the "Blue Ribbon Committee":

Why would Fleming be focused on the SEB?

Many across Georgia now see the SEB as the ONLY group who has been able to make progress uncovering facts which SOS investigators, the SOS General Counsel Charlene McGowan, Brad Raffensperger, Brian Kemp, County officials and members of Georgia's legislature have fought hard to avoid addressing for over 4 years.

Question #3 – Why is Fleming pointing the finger at the State Election Board?

The problem is THAT Way!

Is he being told not to call out at Raffensperger (sued by DOJ) whose General Counsel Charlene McGowan denied access to Fulton Count ballot images after they were subpoenaed by the State Election Board?    Is the plan to direct concerns toward the SEB in order to stymie further progress as the SEB seeks to uncover even more about Georgia's elections?

Raffensperger himself has claimed Georgia has the cleanest voter rolls in the nation yet won’t produce them as requested by the DOJ.   His failure to cooperate has now resulted in the DOJ filing suit against Raffensperger. Why not a word from Fleming on this?

Question #4 – Are the 2020 Elections the first voter controversy that has surfaced in Georgia?  Answer - No.

In 2018, the AJC reported Georgia voter rolls were left “exposed.” Despite public out cry files were found still exposed months later.   Who was in charge of elections at that time?  Secretary of State, Brian Kemp.     Where was Tim Fleming?  Right beside Kemp in the role of Deputy Secretary of State and then campaign manager.

Question #5 – Were there charges that Georgia’s voting system had been hacked?  

Yes.  But by whom?   One theory said “The Russians.”   (Sound familiar? Another Russian Collusion Hoax?)  What was going on in Washington DC at the very same time?  

Kemp then caused the elections to be pulled from Kennesaw State University and brought directly under the SOS office.     In an expose on Kemp's decisions, Hank Sullivan writes in his SubStack:

It's been clear in published comments (with apparent input from Kemp) such as the article below which appeared in The Guardian, that Kemp has wanted to "rein in" the State Election Board for some time.

In July of this year Fleming announced he would be running for office.  Which office?  Secretary of State of course.

He got a great photo-op with none other than……Kemp

This announcement came in the same month he began to chair the so-called “Blue Ribbon Committee.”   This means that actions (or lack-of-action) resulting from the Committee could have a direct effect on the forthcoming Secretary of States responsibilities.      Could Fleming (or indeed Kemp) be attempting to guide all this in some way?   We don’t know.    Just more narrative and misdirection?  Perhaps.

Recently Fleming was quoted, “…I look forward to working alongside my colleagues to make Georgia’s electoral system the most secure and fair in the nation come November 2026.”    

On several occasions over the past three years Raffensperger has claimed that Georgia has the "cleanest voter rolls in the Nation."

As investigations expand and the federal lawsuits proceed, we should expect to see which claims by Raffensperger, Kemp and others may have been founded in fabrication.
