Former Tea Party Member Linked To NGO Within USAID Funding Flow

The Georgia Record was recently advised to review a story published by the New York Times detailing some interesting and perhaps important USAID connections in Georgia.

The New York Times reported in  February 2018  that former Tea Party member Debbie Dooley was working with an NGO known as U.S. Energy Foundation. (Further research indicates the organization is also known as the United States Energy Foundation.)

What was Dooley doing for this organization?    The NYT article describes her work this way:

“…from her rental home here in the Atlanta suburbs she works full time on utility, clean energy and climate issues with a total budget of $90,000 a year using funds from the San Francisco-based Energy Foundation and other donors.   She has worked to persuade legislators and regulators in her state to embrace measures that would foster greater use of solar power.”

The article goes on to mention that Dooley will be presenting with Nancy Pelosi’s daughter, Christine Pelosi during a San Francisco event:  

“and on Thursday she is set to appear at an event in San Francisco with a member of the Democratic National Committee’s executive committee – Christine Pelosi, daughter of representative Nancy Pelosi…”  

Since DOGE began uncovering what they describe as massive fraud and theft occurring through USAID funding flows, a data research expert known as “DataRepublican (small r)” has started providing online tools that find connections between USAID, NGOs, people, and other organizations.

The Georgia Record consulted a data research expert regarding the veracity of the USAID data reported by @DataRepublican and were told they found it to be valid.

Who is U.S. Energy Foundation (aka United States Energy Foundation)?

United States Energy Foundation is an NGO based in San Francisco, focusing on “Climate Crisis” as a means to advocate alternative energy technologies including solar.

A review of the NGOs Board of Directors provides a list of the following individuals:

The aforementioned research tool allows a search by organization or by individual officer to ascertain potential ties to USAID and other NGOs.

The use of Datarepublicans USAID research tools can identify NGOs associated with various Officers or Board of Directors members.   The tool produces a report identifying if any USAID funding flows are found and can then produce a chart showing the funding flow connections between NGOs.

As an example, a search of US Energy Foundation Board member Sue Tierney yields the following results showing three NGOs (including United States Energy Foundation)   

Tierney is associated with three NGO's and all three have links indicating USAID funding flow to the organizations.   (Note:  links on right hand side display a chart providing visibility to USAID funding flow through NGOs.

The next five charts illustrate the connections to United States Energy Foundation from other NGOs within the web of USAID funding flow.

The following chart shows US Energy Foundation at the right-hand side with money flow coming from other NGOs.

The chart below illustrates money flow from the National Democratic Institute for International Studies to U.S. Energy Foundation.

The chart below links the Tide Center NGO (affiliated with various Georgia Soros organizations) to the National Democratic Institute for International Studies.

The chart below shows links between the National Endowment for Democracy and the Tides Center.

Recently Elon Musk described George Soros as a genius of leveraging government money. For comparatively little cost Soros could create an NGO, then use the NGO to acquire grants from the government and from other NGOs which would usually reoccur each year, thereby yielding a large recurring money stream which could be channeled according to Soros' wishes.

Who are these NGOs linked to U.S. Energy Foundation?

National Democratic Institute for International Studies

Board was chaired by Democrat Madeline Albright until her death in 2022 and has included Board members Stacy Abrams and Donna Brazile among others.

National Endowment for Democracy

Currently has Tim Kaine and Victoria Nuland listed on its Board of Directors.

Tides Center (funded by various George Soros NGOs and funds.

What was Dooley doing for U.S. Energy Foundation?   

The New York Times article states:

… She has worked to persuade legislators and regulators in her state to embrace measures that would foster greater use of solar power.”

 “Climate change” and it’s older moniker “Global warming” appears to be in the midst of dissolving as we learn about false past predictions and  geo-engineering efforts now in the process of being outlawed in dozens of States including Florida Tennessee and others.

Kristi Noem and many others note that the “Green New Deal” is now considered another left-based scam to increase cost and put foreign competitors in the lead.

The majority of solar panels used in the United States are manufactured outside the country, with China dominating global production, and imports coming from countries like Vietnam, Malaysia, and Thailand.  

As we've learned during the Trump campaign, promoting these foreign technologies weakens America and makes the country dependent on the Chinese and others.   

Given the current information about China’s efforts to undermine the U.S. we wonder if these issues were considered by those like Dooley who promoted these foreign-made technologies.

Trump during his campaign confirmed that the U.S. achieved energy independence in his first administration and he predicts the U.S. will be energy dominant going forward based on the use of traditional U.S. based fuel sources.

In 2009, the Obama administration tried to press solar energy and  co-signed $535 million in loans to Solyndra.  The company was widely hailed as a ground-breaking solar energy startup.  

Solyndra quickly failed to effectively compete and filed for bankruptcy on September 1, 2011 about two years after receiving Obamas loans.

Emerging questions:

What is U.S. Energy Foundation trying to achieve and was/is it in America's best interest?

How did Dooley come to be working with U.S. Energy, to what purpose?

Did Dooley argue against Trump policies?

What was the "Green Tea Coalition?"

Who is the Southern Alliance for Clean Energy, Stephen Smith, and how do they relate to this story?
